Gara would most likely win, cause though I'm not a Naruto fan, I know he's technically more powerful, has shinobi magic, and he's got gold dust, which Sandman cannot control.

Urm, how to we define "sand" i ask as Gaara may have influence over Sandman's body (that's before he adds regular sand to increase his mass)
Also Gaara has "the absolute defense" where his sand gorge possessed by his mum, actually fights independantly.
I guess boils down, who can override the other's sand powers.
